Commission Policy Citizen
Presentation
|
The DART Commission understands the importance of public comment, and welcomes citizen attendance at monthly board meetings. Citizens may address the commission on any item not on the meeting agenda during the citizen presentation item listed on the commission agenda.
A request to speak should be filed in writing with DART prior to 4:30 p.m. on the Tuesday preceding the Commission meeting. Forms are available from DART’s administrative office. The form will provide information on the topics citizens wish to bring to the board's attention. Also, they are encouraged to talk about the issue with DART staff prior to addressing the commission, since items of an operating nature will be referred back to staff for research and comment.
It is important to balance the need for public comment with the requirement to conduct an efficient business meeting. Therefore, citizen presentations will be limited to three minutes speaking time per item unless additional time is granted by the commission chair. Total public input on any subject may be limited to a fixed period by the commission chair.
At the conclusion of the citizen presentation section of the commission meeting, citizens are welcome to leave or stay to listen to the meeting. The citizen presentation portion of the meeting is the public’s opportunity to address the commission. Once the commission moves to other items on the agenda, visitors should NOT address the commission unless requested to do so by the chair. If comments or actions disrupting the commission meeting are made by members of the audience, they may be asked to leave, and escorted from the building. Disruptive persons may be barred from attending future commission meetings where circumstances warrant that action.
